About the Course Director
Dr. Bart Lucarelli is President of Roleva Energy Ltd., an energy consultancy firm that conducts commercial and financial assessments of private power and fuel projects on behalf of private power producers, coal and gas suppliers, and lenders.
Dr. Lucarelli has 28 years experience in energy projects implementation, with 20 of those years spent in Asia. He has also served as an advisor on energy matters to the governments of Indonesia and Thailand and to the governments of Malawi and Lesotho in Africa.
His coal related experience includes:
- serving as the General Manager of the Quezon Power Company, a 460 MW coal-fired power plant located in the Philippines, from 2001 to 2004;
- assisting 3 international IPPs with power projects located in Thailand, the Phillippines and India – with the implementation of coal tender packages and then helping them to negotiate long term, coal sales agreements with Indonesian coal suppliers;
- assessing the technical and economic feasibility of implementing coal upgrading systems at mine sites in Asia;
- conducting a due diligence analysis of building and operating advanced coal blending facilities at large coal export terminals in China;
- assessing the technical and commercial feasibility of marketing upgraded coal briquettes produced from an Australian brown coal;
- conducting a comprehensive coal market study for the World Bank in Asia; and
- completing a study into the future of the coal industries of Australia and Indonesia (study being conducted on behalf of the Program for Energy and Sustainable Development at Stanford University, Palo Alto, California.)
Dr. Lucarelli resides in Bangkok. He has a PhD from the University in California, Berkeley.
